Windows-1254 (CP-1254) Encoding and Decoding

Windows-1254, also known as CP-1254, is a character encoding used in Microsoft Windows to represent the Turkish language.

Windows-1251 consists of 256 characters, where the first 128 characters are the same as ASCII. The remaining 128 characters (0x80 to 0xFF) include additional characters specific to the Turkish language, as well as other symbols and punctuation marks.
